At lunchtime, soldiers of the Military Police occupy the counter of a decadent bar, to eat greasy food without paying the bill. While eating, in addition to talking about their routine of extreme violence in one of the largest cities in the world, they give voice to what is most hidden in the depths of their minds. 'The Statement' reveals what is conscious and unconscious in the cruel, sometimes monstrous, way of acting by Brazilian police, as if the viewer were a psychoanalyst listening to fantasies, guilt, dreams, sins, traumas and the weaknesses of those who, in the name of law and order, are capable of committing the most heinous crimes.
